NVIDIA and Oracle scale Vera Rubin to multi-gigawatt OCI Superclusters; NVIDIA eyes German nuclear sites

Oracle becomes one of the first clouds to offer NVIDIA's Vera Rubin generation at general availability. NVL72 rack-scale systems and standalone Vera CPUs are now live on OCI, and the companies say Superclusters will scale to multi-gigawatt footprints, a power class that until recently described entire utility regions rather than single customer deployments.
The nuclear-site exploration with PreussenElektra is the more novel thread. Decommissioned German plants come with existing grid interconnects, cooling water and industrial zoning, which are exactly the bottlenecks that slow AI data center builds in Europe. World Nuclear News reports the work is exploratory, but it fits NVIDIA's European sovereign-AI push from GTC Berlin, where it released Nemotron 3.5 models and sovereign NIM microservices.
Competitively, Oracle has positioned itself as the neocloud-style hyperscaler for frontier training, and Vera Rubin GA helps it compete with CoreWeave, Azure and AWS for the largest clusters. NVIDIA meanwhile is deepening ties with customers it also finances, including this week's $3B investment in Meta.
Skeptics are watching circularity. Reddit threads question capex sustainability when NVIDIA backs its own buyers and Meta raises $95B to keep spending. Watch for named tenants of the multi-gigawatt clusters, power-purchase details, and whether the German sites move beyond feasibility studies.
