ChatGPT and Codex to share one token allowance from December

OpenAI is collapsing two separate quotas into one. From December, subscribers on Plus, Pro and Business plans will have a single token allowance shared between ChatGPT and Codex, OpenAI's coding agent. Agentic, multi-step actions in ChatGPT Work consume from the pool. Ordinary Instant chat requests stay outside it, so casual chat should not drain the budget a developer needs for Codex.
The mechanism matters more than the branding. Until now, a heavy Codex user and a heavy ChatGPT user hit different walls. A shared token pool lets OpenAI meter by actual compute rather than by product surface. That fits a pattern across the industry this autumn: agents are expensive, multi-invocation workloads, and vendors are pricing them as such. AWS published a FinOps playbook for Bedrock the same week, and Anthropic's Max-plan changes are drawing complaints on r/Anthropic.
The change also follows the October 29 release of GPT-6.1 Terra in ChatGPT Work, Codex and the API. Terra targets computer use and visual reasoning, and OpenAI cut its API price by 50%. Unified allowances make it simpler to move a task between chat and Codex without managing two balances, and simpler for OpenAI to steer usage toward its newest models.
The caveats are real. OpenAI's help page leaves key questions open, including allowance sizes per tier and how reset windows will work. Power users who mostly used one product may find their effective headroom shrinks. The r/ChatGPT thread 'LIMIT, LIMIT EVERYTHING!' (689 upvotes) shows the mood among subscribers who see each change as a tightening. Watch for the published per-plan numbers before December.
