Google expands Voltus virtual power plant deal to free up PJM grid power for AI data centers

AI Analysis

Power, not chips, is becoming the binding constraint on AI capacity, and Google is attacking it from the demand side. The expanded Voltus partnership builds a large virtual power plant inside PJM, the grid operator covering much of the US Mid-Atlantic and Midwest. Voltus aggregates homes and businesses that agree to cut their electricity use during grid stress, and pays them for that flexibility.

The mechanism effectively manufactures capacity. When the grid is strained, curtailed load elsewhere offsets data center draw. That can ease interconnection approvals and reduce the need for new peaker plants, which take years to permit and build.

The move fits this week's infrastructure theme. AWS says it is sold out through 2027. NVIDIA is shrinking AI factory build times to 14 days. An analyst warned that 22 of 55 GW of announced 2027 AI capacity may not materialize, largely for power reasons. Faster chip deployment is moot without electrons, and demand response is one of the few levers that can scale in months rather than years.

The caveats are scale and politics. Virtual power plants depend on participant reliability, and PJM has faced rising capacity prices partly blamed on data center growth. Watch whether regulators credit these programs toward data center interconnection, and whether other hyperscalers copy the model.
